Landscapers in Illinois are not universally licensed by the state. However, if your project involves construction work—such as hardscaping, retaining walls, or building structures—you may need a permit from the City of Chicago Department of Buildings. The city requires permits to ensure construction work meets code and safety standards.

Before hiring, ask your landscaper whether permits are required for your specific project. The City of Chicago Department of Buildings issues permits for construction work, and you can check permit status or search issued permits through their online system. Some landscape projects, such as sod installation or seasonal cleanups, may not require permits, but complex hardscape work often does.

When you call or meet with a contractor, clarify what work needs permits and confirm they will obtain them if required. Illinois allows you to check whether any individual or business entity is licensed through the Illinois Department of Financial and Professional Regulation's online portal. Ask your contractor about insurance and their experience with similar projects in your area.
